The Minnesota State Lottery has posted a Request for Proposal (RFP) seeking an independent laboratory to test scratch tickets for security, with the goal of ensuring tickets are resistant to tampering, fraud, and other compromises before they go on sale. The selected vendor would test the Lottery’s $2 and higher scratch tickets, with the Lottery estimating roughly 44 scratch games per year requiring testing.
Bidders must submit separate sealed packages for the written qualifications and the price proposal, and the Lottery specifies copy counts (one original plus copies) and that no price information should appear in the written response.
The Lottery anticipates a contract running approximately April 30, 2026 through April 27, 2028, with up to three one-year extensions at the Lottery’s option.
